Background:
Belize, as small island developing state, is dedicated to climate-resilient, low-carbon and sustainable development and is actively exploring opportunities under Article 6 of the Paris Agreement. As part of the EU-funded EUROCLIMA program, the Government of Belize seeks to develop a Climate Change Carbon Market Policy, inclusive of a Blue Carbon Framework. This policy will serve as a strategic guide for engaging in carbon markets while ensuring environmental and economic benefits align with national priorities.

Objective and Responsibilities:
The UNDP seeks a qualified firm for the Development of a Climate Change and Carbon Market Policy, inclusive of a Blue Carbon Framework.

The objective of this consultancy is to develop a Climate Change and Carbon Market Policy that defines Belize’s strategic approach to carbon markets, including opportunities for blue carbon, and that outlines clear guidelines, institutional responsibilities, and regulatory frameworks, for Belize’s carbon market ensuring transparency, accountability, and effective market participation.
